I've seen threads like this for different subjects but between American, European and Asian Videogames/TV/Comics/Movies/Anime/Ect.
The concept of "Ninja" has become a very popular concept.
The characters who are called ninja range from being the more of a swordsman than a stealthy spy such as Jubei Kibagami from Ninja Scroll or the over-powered hard-stealthy ninja's from naruto to the actually stealthy Rikimaru from Tenchu Series.
So just out of my own interest in the subject, I'm curious to see who you all believe is the strongest "Ninja" ever. The term ninja is pretty open but there must be some explanation of why you're character is a ninja if it's not obvious, even if the character doesn't use the term themselves.
I don't think there's anyone omnipotents who claim to be Ninja so that's not a problem.
While he's not my favorite Ninja, the Fourth Hokage from Naruto is the most powerful ninja I know of.

I agree with Shadowman with Bruce Lee.
If we are talking fictional (as it looks like the original poster made it out to be) and Bruce Lee doesn't count, my vote would go with the Guyver.

Chuck Norris, however, only got his recognotion through CHuck Norris Facts.

I agree that people need to get off about Chuck Norris, but nobody mentioned Batman and they shouldn't since he is a samurai not a ninja.

Batman isn't a samurai. If anything, he is a ninja.
He works of his own accord, fights for justice and peace, uses the shadows and fear to his advantage, uses information he has gathered to know his foes or what he is about to do. The tools he uses.
Everything about Batman screams Ninja. Samurai just use their swords, then kill themselves if they fail their master.
Also, best Ninja, I'd have to vote for the Turtles.

I knew someone was going to say that, in the opening movie for Demon Seige, he's a ninja. For the rest of the game he's back to being a Samurai.
