I am sorry to hear, however, that you either lost yours or yours just never came with one. Won't effect the robot mode, fortunately, but it does alas rather mar the vehicle mode.
Where online did you buy it? If it was some schmoe off of eBay, you're likely out of luck. But if it was a reputable dealer, you could try asking if they would be able to exchange it. Worst case scenario, they say no and you're no worse off. But you could get lucky and they may say yes. Alas, Arcee's rarity does make this more problematic, but still... couldn't hurt to ask!

I don't know. Possibly it is. (And I'd highly recommend the Takara deco in any case, I love mine!) But realistically, that would be a total investment of about (roughly) $45 or so once you figure in both purchases, just because the first purchase was missing the "swooshy thing." Assuming that the original figure cannot be exchanged or returned, the potential total investment does seem a bit much for a deluxe figure. I was willing to go $30 for Arcee to get the Takara deco, but I wouldn't have gone much past that.
But, of course, the original poster's spending thresholds may be entirely different. So I suppose presenting all possible options is not a bad thing.

At this point, I suppose the only other option if you want to replace that part is maybe find someone who could produce a duplicate via 3D printing?

I think you mean the 'antenna' maybe?
Easy way to get it fixed: Buy another one, put the original one with the missing part in the second one's packaging and return it as defective for missing a part. If you can only exchange then you can resell the second one as MISB after it's exchanged.
