I'll take a stab at it, sto.
I'm going to say True, because the movie script was written after Season 1, but before Season 2. In addition, there weren't THAT many Decepticons in Season 1. Megatron, the Seekers, Soundwave, the Cassettes, Constructicons, Shockwave, Insecticons, and Reflector, I think that's it.
Wait...was Reflector in the 86 movie? Okay, I'm doubting myself, but I'm sticking with my answer anyway.

Reflector was seen in 4 shots in the movie.
But unfortantly the answer is False.

See, that's tricky. 
I don't think they qualify as characters. At least, not at the time. The fandom has turned them into characters in more recent years, and Hasbro has showered us with any color Seeker mold they can think of.

BTW he was on earth twice.
First in the episode "The Autobot Run" and also he can be seen flying above Autobot city durring the assult in the 86 movie.
