Sentinel Prime addresses the human race, and says that, on the condition that they send Optimus and co. packing, he and the Decepticons will leave Earth once they've gathered enough resources to rejuvinate Cybertron.

Since we know from the trailer that Prime and co. do in fact leave, that's pretty much a yes.

It was shut down in ROTF by Galloway... but Optimus was dead then, maybe it was reformed?
