Bruticus and Devastator were the onyl G1 combiners to really get things done in the show though, but Bruticus was pretty dumb...even dumber than Devastator was, if you watch at the end he doesn't even notice a giant combiner flying straight at him to suckerpunch him.
But still, my vote goes to Bruticus, partly because he's my favorite combiner and well...we have some evidence of what could have happened.

Bruticus can win with firepower from a distance. Devastator can too but he only has one gun.
In a melee, it's a close fight.
It might be argued that the Combaticons are better fighters but the outcome depends on the situation. One hard blow can turn the tide.
