Firstly, I've put this in the toys forum because I'm not aware of any fiction surrounding this fellow. I only know of the toy.
The figure in question is the Tripredacus Agent that's essentially a black repaint of original Cheetor, and according to tfu.info also goes by the name of Shadow Panther. I'm not talking about the "Walmart exclusive" that's in Ryan's gallery. I would link to the one I mean but tfu.info seems to have just gone down (this second).
Anyway, simple question: who is this chap and what's his story? Has he any connection with Ravage? Was he featured in any fiction?

In the BW: The Gathering DW comic, he was a rebuilt form of Ravage. Magmatron had him rebuilt to command a unit of PRedacons, I don't know which ones becuase they were all Fuzors or whathaveyou that weren't in the show.

Shadow Panther was originally just an excuse to create a non-show repaint to fill Predacon ranks. Since he (obviously) never appeared on the show, his character never really got beyond the meager profile already translated on TFU.info.
Shadow Panther was never called Tripredacus Agent until Hasbro released him (along with various imported BW toys) through the old Hasbro online store. There, he was given the name of Tripredacus Agent, just like their Wal-Mart TM2 repaint, and referenced as actually being Ravage.
No existing BW continuity has actually used this version of Ravage/Tripredacus Agent as that character. Not even the BW manga. Just fan fiction and Hasbro hype, though the bio shares the trait of "living in shadow" with Ravage.

No real story was ever created for this figure. If I'm not mistaken it was just a repaint released with the intent of grabbing some attention due to Ravage's appearence in the Beast Wars cartoon. I'm pretty sure it wasn't actually intended to be Ravage or have any sort of connection story wise, though.

Hasbro seems to have intended it to be a Ravage figure. I personally think of this as Ravage's "first form;" the form he took right after becoming a Predacon.
However, this form of Ravage has no applicability in any canon. Which is fine because X-9 Jaguar is a much better figure.
