what is different between Encore G1 and the original G1 toys,
is encore don't hav selling value when to sell?

There are some subtle differences between the Encore and the original G1 figures, Primes Autobot logo is no longer a sticker. There may be more of these changes but that is the only one I know of, that and the Encores dont have English on the boxes, but otherwise they are authentic.

And thus they aren't as rare and expensive as MIB G1 figures would be

as for resale value, you're gonna have to wait a few more years for their price to pick up, though there are some collectors willing to spend for these as they were Japan-only as far as i know.
