G1 cartoon, s4, Fortress Max and Scorp question.

Can any one tell me what the thing was with Fortress Maximus and Scorponok?

- FM had 3 phases: Spike - Cerebros - Fortress Maximus
- Scorp had 2 phases: Zarak - (No normal sized transformer) - Scorp

Considering season 3 suffered from a great inconsistencies* due to whatever, I assume this was also the same deal with season 4? But if anyone can me more, much appreciation. I would have voted for the option of Zarak creating a normal sized robot, even if was only one shot that showed that detail.

* My favorites:
- Devastator broken by Ultra Magnus. And again Perceptor shooting Dev, which previously joined by 7 Constructicons.
- Brawl standing next to notmal sized Bruticus, and both escaping while running into huge sized Blast Off.
- Lots of Movie deaths returning in episode "Fight or flee" though only seen in 1 or 2 shots.
Dead robots coming back to life, 5 Airialbots died during battle

The toys were made first and that's how the toys were. The cartoon merely chose to make their biggest forms be the same size, even if that didn't make sense for Scorponok having just two phases while Fort Max had three.
