I've been thinking the same thing since 1986. Who knows? Maybe it was an assembly thing, maybe it's there so Galvatron can rip it off and beat him up with it?

A mystery then.
JelZe: they do, and it's somewhat annoying. His alt. mode is pretty awesome though; I took him out of the drawer and put him on top of the satellite receiver.

It serves no purpose really. I came to the conclusion that it was probably a design oversight.

I HAVE G1 Cyclonus, and I had no idea his arms detatch! Guess I'll have to post this in the "things you had no idea of" thread.

A little more obvious with my Cyclonus because they kept falling off before I stuck some paper in there.
But speaking of "things I had no idea of" -- I never had this toy as a kid, a friend gave him to me years ago when he was "spring cleaning." And I always thought that he lost his fists (like 1984 'formers) it's only fairly recently that I noticed he has "built in" fists.

That's okay, it took me years to figure out that Kup had feet that could be pulled down. And I just learned recently that Swoop's arms extend.

I pulled out my Cyclonus last night just to see if I could take the arms off, but mine don't seem to be detatchable. I say seem, because I wasn't going to force it, I was just curious. I have a feeling if I did get them off, he'd develop the same problem of them falling off all the time.
