Who is it? He's a little, white and green bullet train or something similar, and has a red robot mode. Forms the left arm and left foot of a combiner of all the other little train-Micromasters.
The box art and instructions are all Japanese...so I can't tell who it is.

They actually made a ton of Micromaster combiners in Japan, which is cool because they are compatible in scale with US Micromasters, WST and Mini-cons.
There are some knockoff combiners out there that make stuff like Superion, too.
They also released some combiners of that size in the universe line.

I know. I searched Transformers.wikia.com for it, and it came up with some Universe combiners. There was one that was a retool of Leaf.
