I'm going with wheelie. Little guy survived the untamed mechanical wilderness for no one knows how long. So yeah I believe he's just THAT brutally clever to beat Jolt.

Little helicopter Jolt has much better tech specs than Wheelie, the tiny spybot from ROTF. He should win but then Wheelie is small enough to go inside Jolt and do damage, as we saw in DOTM. Jolt wins if he kills Wheelie as quickly as he can.
