Which Bulkhead is to scale?

So I've noticed there are two Bulkhead toys, voyager and leader class. So I was wondering, which of these two is to scale with all the other animated toys? I havent seen much of the show (10:30 AM=WAAY too early for me) so I cant really tell...

The Leader class for sure is in scale to everybody except Lugnut.
