This might count as spoilers, so I've used white text:
In Agent X's recording on the sector seven site (where she tells agent powers that dr. howard's transmission succeeded in contacting the aliens), her voice is diguised by pitch distortion: an average drop of about 8 semitones and distortion within a smaller range. It's easy to raise the pitch back to normal levels, and after that her voice is pretty recognisable as dr. howard. You don't even have to remove the distortion to recognise it.
Attached is a short clip from the transmission, partially restored. Rename the extension to mp3 to access it.
You'll need to login to earlier versions of sectorseven.org to hear dr. howard. If you use the password byebyepowers you can access two videos, one of her whispering, as well as the agent x recording.
Sorry if this has already been pointed out. I searched the forums for mention of it but didn't see it.

Wow. That is too awsome. I think you just solved the x problem. So, tell us, why did you do it? I mean, sounds kinda complicated, (then again, I'm no genius!)

Well it's not too complicated. I mean if you've ever played with windows sound recorder you can get a similar effect.
Usually when you scramble a voice, you'd do a whole lot more than just mess with the pitch and insert random crackles (for a start, you wouldn't involve your original voice at all if you're not talking live, instead use a computer generated voice or put on an accent at least). But on that recording it seemed straightforward so I had a go at reversing it and got lucky.

I don't think Firefox likes attachments that are mp3's that was renamed to a .png. You might want to try ripway.com to drop the mp3 into there, that'll make life easier.
Yeah I should use IE but why rename a .mp3 to a png? It used to work 7 years ago when the internet wasnt so foolproof as it is now...

Of course, nobody exects secret government agencies to have low budgets, it throws people off that way!

I didn't want to be the one to say it! But maybe it's supposed to be easy to crack. Who knows.
I don't actually know much about the sector seven 'game' in general, I was just looking for the theme song. What are we supposed to stop sector seven from doing?

In Firefox right-click the image alt text and copy the link location, then paste it into a new tab or window [edit: then save as].
I know it's a bit awkward to rename the file, but the board doesn't accept audio file extensions in attachments.
Is ripway.com any good? I don't usually like those kind of services, I find they usually have to use annoying methods to try to earn revenue from the business model.
