Could be a bad lead, but I think it's Ginrai - better known as Powermaster Optimus Prime from Masterforce - judging by the "tubes" on the sides of his chest.

Yes that is indeed Ginray, from the episode #24 Battle in the Desert.
I know that since the detail in that episode was absolutely fantastic just look at the gears in his armpits, they look fascinating in motion.

You are exactly right. About 13:59 in. Thanks so much for the help! Do you guys have any idea how much Masterforce cels go for? I think I will be taking it up with the seller but I'd like to be sure. Thanks again, Grant
