It was too late when Prime, who is in possession of another shard of Allspark, realized that his piece also reawakens. He used it to bring Jazz back to life. But already, he knows, Megatron will be coming back.
I like this idea. Fragment of the allspark bringing Megatron back to life slowly... then there could be a teaser trailer where Megs sticks his hand out of the water and says something like 'I live' or 'I still function'. This could also bring back Jazz, and seeing as how that the allspark contains astronomical amounts of energy, they introduce more characters through that single shard.
Likewise, I find it hard to make up something to bring Megatron back in TF2. Bay did a reeeeal good job killing off a major character.
