Skywarp is stronger and faster. He could rush in at supersonic speed and eliminate an unprepared Mirage. He could also teleport in, which is even faster.
However, Mirage is a hunter with long experience of the Transformer war. He's alert to surprise attacks. He has a good chance of detecting Skywarp from a distance and preparing a counterstrike. His primary weapon is a sniper rifle and he's VERY accurate with it.
Mirage is excellent with holographic illusions, which he can create almost instantly. These are easily capable of fooling Skywarp and making him waste effort and ammunition. I imagine that Skywarp takes a few seconds to adjust to his new surroundings after teleporting, which gives Mirage a fleeting opportunity for action: evasion, attack and/or illusion.
If Mirage is nowhere to be seen, Skywarp could find him with a heatseeker missile.
In this contest, I reckon Mirage would at least fend off Skywarp's attacks. Skywarp would be sent packing with some damage. Skywarp is able to escape so quickly that Mirage probably wouldn't be able to land a killing blow. Skywarp is a vindictive sort, though. He might return to attack Mirage again and again. It's only a matter of time before he gets lucky and defeats Mirage. In a strange way, Mirage would be saved by the war. Skywarp has plenty of other important targets and Mirage would have ample opportunity to flee far away.
