Updated the site w/ new rules on fight balancing.
It breaks down like this:
Total fight value of a figure = (Sum of all the figure's specs / 4) + Figure Size
To have balanced fights, make sure each side has the same total fight value.

I made an interesting observation about this game, while playing it....
Decepticons, as a whole, tend to have stronger fireblast stats than Autobots. This means that their ranged attacks are quite powerful.
What's interesting is that the Autobots, as a whole, tend to have a higher courage skill. This gives them better dodge ability.
So when a game plays out, the Decepticons may have powerful weapons, but Autobots are well suited to dodge their ranged attacks.
...A nice balancing feature.

Those are excellent questions.
I formulated these rules based on the line of movie toys. So at this point, the game can be played only w/ toys that conform to the size scale of realgear/scout/deluxe/voyager/leader AND have tech specs on a numerical scale (below 20).
(For example, the Unicron toy has "?"s for tech specs so it is not playable).
As far as the HP of a combiner, I'm going to wait until the Devastator toy is released and hope that Hasbro assigns it a size (giganto class, whatever) and then determine what that size value will be. If I were to estimate right now, I would say that the combiner would be double value of leader: this would be 32 base sustainable damage. In essence, the Devastator combiner will be the next size up on the size scale.
Regarding Blaster/Soundwave's ejecting tapes: I'm not familiar w/ the toys, but since you say it has a 'sound' skill it sounds like that can be the basis of a good house-rule by skill-checking that stat.
By all means, develop house rules and test them out -- if they work go with it!
I'm aware that older lines have other size scales, such as supreme class, but I don't have the time or inclination right now to jump into the older series and then determine how they would fit into the game.
So for the time being, the only playable toys (according to my rules) are those that conform to the realgear/scout/deluxe/voyager/leader size scale AND have numerical tech specs (below 20).
As new toys come out, I will attempt accommodate them within the rule-set so they can be played!
But like I said, if you find a gap in the game and you develop a house-rule that works and is balanced, go with it!

Here are some pics from playing the game last week:

So we decided to do a 3-on-3 battle; we each chose one leader class, one voyager class, and one deluxe class.

This is about 2 rounds into the game. The figures have moved in closer to each other and started volleying shots. I also successfully transformed Optimus & Starscream so that they're prepared to melee.

A couple rounds later, Optimus has been hurt badly due to the focusing of all three opponents' firepower.

Soon it comes down to a showdown between Megatron & Brawl. We agree to fight like men, fisticuffs-style. We roll to transform.

The final showdown between Megatron & Brawl. At first it appears to be a fair fight but it soon becomes apparent that Megatron will win without contest. His overwhelming specs allow him to pummel Brawl into a pile of scrap.

Some of the requisite items for playing the game: pen & paper, D20, toy cards.
Optional: Tasty bevvies.
