Huh? Since when? Cell shrugged off an gigantic barrage from the military like it was nothing.
This was in GT, which wasn't really Dragonball, as Akira Toriyama was only an art consultant for the show. And GT is widely considered to be extremely crappy and terrible.
They, in GT, since everyone was so ridiculously overpowered by the start of the show, had to do something to give them a challenge. Which is why even though they're so uber powered, they could be hit with a pole or shot, and their ki attacks couldn't destroy crap. Because if they actually continued from Z correctly, one kamehameha would clobber any threat and probably destroy the planet a couple times.
The nuclear threat makes sense, that's why no matter how strong they got, the sun was still used to vaporize them (Cooler, Broly).
16 said "No matter how strong you have become, you will not survive this blast." I took it as a small nuclear device and high levels of radiation should kill anything.
Still, Starscream is not capable of this and would probably be mortally wounded from the radiation needed to stop Vegeta. Not to even go into the possiblity that a ki force field could potentially deflect all sorts of radiation, hence 16 having to put Cell in a bear hug.
