King Zarkon ruled an entire empire.

Queen Beryl couldn't even take over one measly planet whose sole protectors only other concern was what boys like them in school.

Beryl like the entire cast of Sailor Moon is an incompetent moron.

Zarkon wins.

I don't know much about Voltron. Did Zarkon have any powers or abilities, or was he just a man with a lot of people working for him?

Zarkon was an aging warrior that despite being very old could still defeat his son Lotor in armed combat.

But let's look at some of their differences:

Beryl's monsters couldn't defeat a group of teenage girls
Beryl had the wiseman telling her what to do.
Beryl couldn't take over ONE planet

Zarkon's monsters couldn't defeat a giant super robot.
Zarkon has Haggar under his thumb.
Zarkon was part of the Drule empire whose personal forces had conquered hundreds of worlds.

The numbers are heavily in Zarkon's favor.

Yeah, I always forget to say galactic-wide empire, because every time I think empire, Star Wars immediately crosses my mind, and from there I forget to specify because I'm humming the imperial march.

Okay.

Beryl was a servant of Queen Metallia, Wiseman was from the Dark Moon in the second story arc, and the two of them never actually met.

Story differences aside, if you look at it objectively Beryl may very well be an easy winner here. Since she is at least as powerful as Kunzite, who was able to bury Tokyo in ice under his own power. I'd hazard a guess that she'd be able to deal with one old man no matter how tough of a warrior he may be.

If he doesn't have a hint of the supernatural about him I can only see him being at a significant disadvantage against a witch with a lot of magical power at her disposal.

Since she has the ability to incapacitate, drain the life from, or charm him into obedience before he gets near her, it would have to be a sneak attack or attack with greater numbers than just himself to do her in.

You should probably state these things before reading over all the posts, finding the arguments for your preferred person then changing the battle so it weighs in their favor.

Zarkon still wins.

Zarkon constantly defeated by teens with a giant ass-kicking robot, only after bombing the crap out of the planet, getting his son a forced marriage to the princess of said planet, and controlling several other tons of planets in a galaxy.

Beryl constantly defeated by teenage-girls in skirts who in their off time do homework instead of fight a constant battle for survival.

Zarkon wins, because if anything he is a more competent villain.
