Since some people say bay should've followed the cartoons, why wasn't the writes of the cartoons evolved with the Transformers movies or were they??

Maybe because the original cartoon writers are no longer in the business of writing, or because they write cartoons, not movies. There's a big difference.
Plus there's probably something to do with the Screenwriters Guild.
