Ok don't all rush at once i'll go first
I have a character in development hell he has basic stealth abilities you know reduced signatures on radar and scanners etc and a muffler on his engine to silence the engine note. Was just wondering what kind of stat penalty would be incurred using said extras as they aren't listed in the main help section as incurring a penalty. Any assistance would be grateful

That pretty much falls into the low end of Cloaking Device/Invisibility -> (from -6 to -12). Depends much on how you define said abilities.

It varies. Most Cybertronians suffer brief disorientation. I've seen players mention various side affects like disorientation and other "travel sickness" type symptoms afterwards and others have no effect at all. Just depends on how adjusted you want your character to be to the process.

This will be an awkward thing to ask, but I've skimmed over a couple of threads and I think I've found some characters that were somewhat lovey-dovey. It was...different.

Well, there are all kinds of relationships in game. Professional and otherwise. So yes, there is romance in the game. Of course the choice to involve your character with someone else's should be a decision between both players.

Well, hello. I'm a newbie here aiming to roleplay Swoop. Two questions.
1) Would this be an acceptable character for a new player to have? (new as in new here, not new to RPing)
2) His name in the roster links to a profile. How much of that information do I need to change and to what extent am I allowed to (ex. slight alterations to history or personality)

You should use the profile linked in the roster list. Don't make any changes to it only because it's been already approved. You'll just need to add a sample post.
On another note I've played him as not having any speech problems. So he sounds nothing like Grimlock.

Pretty much staying with NPCs here, do you treat them like your regular characters or do you post with them as you see fit?
I've been looking at a few characters that I like, but just don't know if there's enough to 'em to play 'em on a constant basis. It's a weird thing to say, I know, but it's what I've found with some Transformers.

Play them as you see fit. That's the upside to an NPC, you can dabble around with them more leisurely, because otherwise they'd just be sitting idly on the character list with no one giving them any attention. At least you're doing something with 'em, yah?
The downside, naturally, is that someone else can come along and apply for them if they want to take them on full-time.
Still, a good deal overall. Especially if you're not sure if a character clicks with your muse or not.

Alright, I've got a question concerning the conditions in general quarters. Do the usual, generic quarters have computers in them? Or is it just Captain's quarters? I'm wondering if a character could have searched the web and accessed databanks while in their quarters.
Also, since data pads are the equivalent of paper documents, is it possible to draw on them? Could you draw and doodle on a data pad instead of writing stuff on it?

A military frigate like the Guardian or Ultrax could be compared to SSV Normandy SR-2 of Mass Effect 3 in terms of layout. Captain and officer or two may have private quarters, the rest of the crew have to share living areas. There are no private computers for the crew but there should be several public computer access points within the lounge and crew quarters. So, yeah - characters can access various networks from these terminals within limitations generally associated with military.
Datapad is a mere display. TFs can control the datapads directly with impulses sent by their brain modules, thus they can 'draw' or 'write' on the pads - they just don't need their hands to do so.

Up to you. You can target your post to a specific character or, as you said, leave it open.
As to your second query, you can make such a request in the chatterbox if you want, but the players around here are pretty good at picking up on a character/location and weaving in if they can, so it's usually not too much of a necessity.
