hey i was just wondering why is blackout is in the second movie if he had died in the first movie and he is back in the fallen

Well, same could be asked of Megatron, whom I thought was going to appear in flashbacks only, but apparently not. So as with Megatron, Blackout had indeed survived. Just because he got shot to hell, doesn't mean he can't be back.
