The bio indicates that Omega Prime is a unique individual who combines all the attributes of his 2 component parts abilities and adds a considerable amount of power to the total.
So hes just as smart, just as fast,and as good a tactician as RID Prime but many times more powerful.

By mid way in the series UM was pretty much ok.
