Riddler seems more Cunning, while he lacks Two Faces Menacing sense of scrutiny. Riddler is more of a cunning Trap master, Two Face is more direct and more violent. I'd give it to Two Face.

The Riddler.
Two Face is easy to put off and The Riddler would just bide his time and trick him into letting his guard down, physically and mentally and kill him.
Or he could do what Batman did in the Batman Returns film( I think ) and study him and get many coins and drive him insane with puzzles and many coins when he has to make a descision.
It would be imensely entertaining if you were into torturing a person mentally and could dodge and deflect their attacks.
The Riddler is much smarter than Two Face.

Yeah, Riddler is smart, while Two face is Just a Thug. Altough Two face acts more on the Impulse. Harvey Dent from the cartoon was very smart though.

Riddler wins. He's too smart for Harvey. Hell, he's probably too smart for the Joker...which gives me an idea for a fantasy battle...

I think that Two-Face would get some nasty infections on the injured side of his face. He would be weak or even dead. Riddler wins.
