Why does this always happen? You buy a TF, get it home and open it or it comes in the mail, then it goes on sale.
A couple of months ago I bought a Battle Ops BB, today at Wal*Mart they're selling them for $30. March 16 I finally bought Battle Blades BB, March 17 HTS has "free shipping " and "hts10" codes active, could've saved a couple of bucks. Just after Christmas I ordered a ROTF Takara EZ Devastator, last time I was at TRU they had a shelf full of Legends Devastator.
This is really bad because I waited to get all these figures when they seem to be scarce.

Lol. Well, it's like all those people who bought that Bumblebee helmet when it first came out for $40 (or something close to it), but during x-mas you could get it for $10.
For me, I saw some of the "trouble" with TFA: Rodimus and Ironhide. I somehow managed to get them when they 1st came out, but after that I didn't see them again for months. Along comes the x-mas season and they're EVERYWHERE. Often the only TFA toys of the shelves.
I'm sure it has to do with marketing (for the "rare", then overly common stuff). Discount wise... I dunno. Lol. Bad luck xP Sometimes it can be good luck though. Haha. I got Walmart's Skywarp for something like $25 during the x-mas season. Early january they had a sale and I got Ramjet for $11. Was a little annoying because they had Skywarp too for the discounted price, but what 'ev. Lol. Can't always win.

And the lesson here is save your receipts... If the same figure is available within a reasonable amount of time (such as your Battle Blades BB example) you can buy the cheaper figure and then return that new, unopened figure with the more expensive receipt.

Sometimes you don't even need to do that. Target, I believe, will give you a refund equal to the sale price discount.

It happens because it happens, and theres no control over it. I remember buying an action figure (from another brand, I believe it was some Airbender toy) and then 2 weeks after I got it seeing it on shelves, and it was NEVER on shelves. But only the stockers have control over that, not you. Sorry

And it also happened when I drove 20 miles to find a toy and the next couple of days it appeared everywhere at stores just 2 miles away from me.

I never regret my "Pay Now or Pay More Later" philosophy. If I want it I buy it on sight. Never wait.
If it goes on sale, so be it. I'll price match, buy & return with the old receipt, or do whatever I can to make my change back. I'd rather pay retail than pay twice as much (or more) later.

Target will do that, but I think the original purchase has to be within 7 or 14 days of the sale price occurrence.
