Seeing how Ghost Rider is still technically human, i'd give it to Scorpion.
Killing Scorpion just sends him back to the Netherrealm, free to escape again for Round Two.

Back on topic, would go with Scorpion seeeing that after the initial MK tourney he turned to ash right after he killed the original Sub Zero.. Ghost Riders flames could not really hurt Scorpion, and if they disintegrated him he would just reform to kick more ass.

Ghostrider, you can only kill him with holy, as in blessed, artifacts or by killing him in his human form.
In his burning skeleton form he can take down Scorpion with ease.
Ether he fries his soul or just butchers him.
What you have to keep in mind is that Ghostrider can kill anything that has a soul and has done evil, he can even kill angels, since he himself is one which means demons can't kill him.
The rider went toe to toe with World War Hulk, and it was made clear that he was the more powerful being in that fight, it was only due to the Hulk wanting revenge that the Rider left the fight.
When Ghostrider dies he goes to hell, from which he has escaped before, ready for round two.
Ghostrider takes this fight.

Seeing as this would result in an infinite match other wise (Scorpion dies, he comes back, Ghost Rider dies, he escapes from hell) I have a question: Does GR need to take on his human form once in a while, or he can stay hotheaded as long as he wants?

As long as the demon/angel possessing him wants, usually till vengeance has been satisfied.
Thing is, if Scorpion has a soul, the Rider can destroy it so that it's, well, destroyed, meaning it no longer exists or can harm it till it's owner is traumatised and useless in battle.
