More likely someone along the chain - Hasbro suits, the chain stores, or focus groups - objected to having four cars and four fighter jets all be in the same case. Hard to sell a wave to a store when, to the uneducated eye, you've got a box full of look-a-like cars. And if the figures were split into separate cases we'd all be crapping ourselves about distribution.

Funny, I was just thinking that this will prompt 3rd party gestalts to go back to the days of Munitioner and Explorer, with at least one company producing the "missing" member of each team.
