Since Skeletor is magic and can do things like fuse two beings into one, teleport, walk on any surface barefoot, have no face, and so on and so on...
I have to give it to him!
Don't get me wrong, Shredder is cool, but in the end, outside of martial arts and claw armor, he's just hanging out with a evil brain.

Shredder is terrifying and hardcore, but Skeletor is very boney and it might lessen the pain Shredders claws cause on a normal being.
And Skeltor is a sorcorer after all.
