So we have pretty much seen photos of almost every character whether it is the toy or a still photo from the movie, and we have seen lists of toys coming out, but still no Silverbolt. What gives? Opinions, ideas??

Who knows why we havent seen him but also we havent seen many things from this movie yet mostly because they may still be working on it...
still havent seen...
-Soundwave toy or alt form
-The identity of the armored bank truck
-the identity of the mercedes
and others at the moment

There's speculation that the Nasa Space shuttle that was filmed at the Kennedy Space center could be Silverbolts alt mode. This is only speculation at this point and i don't believe we have any hard evidence to confirm this.

As far as not seeing anything yet, its possible he will be in the second wave of TF toys later in the year. Like DOTMsoundwave siad, there are several character/vehicles we've seen on set that haven't scene any toys or comfirmation of there characters.

You guys do make some good points, but still, with Soundwave we saw the cardboard face on the set, we saw the bank truck on the set, we saw the mercedes on the set.

Additionally, there is speculation that Silverbolt was a code name- either for Sentinel Prime or for Optimus Primes trailer,tho I've typed this up recently elsewhere and we are reminded to avoid repeating ourselves-apologies).
Come to think of it,tho,the name Silverbolt was initially reported on the voice actors list,and altho Primes trailer cannot be-or-not-be confirmed as yet to detatch in the teaser trailer and become another Bot,the idea that Silverbolt is a trailer is...yeah.

Also,there is always the possibility that Silverbolt was intended to,but ultimately just didn't make it into the movie-exactly like the Twins.If so,we might hear about it on the DVD commentary.

Right now, I'd say it's most likely he's a CGI character who is only being worked on inside of ILM,from whom there is arguably zero internal leak threat compared to others (Lucas is a proper businessman and i'D Expect him to fire any joker who compromises the business reputation),hence the information blackout on the character.
In theory,Silverbolt may be a character who does have lines,but does not journey to Earth at all (eg: He is brought back online with Sentinel [and perhaps the Wreckers],has a conversation with Sentinel,then gets ordered to guard the Ark/fix Teletraan 1/whatever).

As far as we know,Silverbolt, in this movie, is a single silver bullet with a motormouth that Mechtech anybody fires into Shockwaves nuggin.Just have to wait and see.If it's intended that we find out,we will (crossref big blue spot on "top secret" in plain view wave 1 Megatron Altmode).If not,let yourself be surprised.It won't be Silverbolt anyway,so why lock in expectations?

(Yeah,yeah,it's not a G1 movie. YES IT IS: everything is on G1 life support).

I'd say it is the same reasoning we don't see Starscream much before the final film. His part in the film, rather big or small, will probably all be cgi. I don't know why we haven't seen any toy listings though?

Maybe he was cut with the twins?
