Probably has to do with plastic color layout. For instance, if that hinge were to be cast in grey plastic, other pieces on the same sprue would be too.

Neither. Still Buster. (Both this guy and Jetwing are pretty cool. They're just not sporting Masterpiece paint jobs.)

Because "Buster Optimus Prime" was already taken.

I'm seeing a lot of gray plastic and not much silver/chrome on Striker; basically the same gray plastic as on Jetwing (and the US releases of this mold). Don't let the 'shop'd images fool you. (In fact, you're getting more gray plastic once you include the accessory pieces.)
Striker is a cool figure. However, he's not the figure to eclipse Buster that a lot of folks were hoping he'd be. His paint job just isn't good enough.
Jetwing has in its favor that it's the most movie-accurate representation we're probably going to get of the winged jet pack used in DOTM. But the figure has an over-the-top quality to it that's really only outdone by the sheer ridiculousness that is Ultimate Optimus Prime.
Striker dials it back a bit and manages to be quite potent looking without completely eclipsing anything else within three feet of it.
