The bio in Japanese just says "Galvatron". If it were Galvatron II, knowing Takara, I think they would have made sure to point that out, which does make this a little confusing as you say. Unless it isn't strictly the JG1 cartoon continuity, being something else instead.

Just so it's clear, he isn't the same Roller as the little car drone that belongs to Optimus. He's
a different Roller from the IDW comics who was a friend of Optimus and whom Optimus likely named his little drone after to honor his friend's memory.

Technically speaking, he wasn't black in the cartoon when Silas took over his body. Granted, he wasn't this normal shade of blue either, but wasn't full on black (it was more of a dirtier look of Breakdown's normal blue). I'm guessing Takara came up with the black deco of the Silas Breakdown toy to make it stand out more differently from the regular War Breakdown toy's deco.
As for the "zombie" thing, though he was a zombie for one episode of the show, this toy seems to be using the term in a less conventional manner of simple referring to Breakdown as being "undead" or "brought back to life", as the bio describes him as having been resurrected with at least some of his original mind intact. Think like how G1 Optimus was in "Dark Awakening". Back from the dead by not fully mindless/monstrous.

Cyclonus here isn't dead. His bios says that Galvatron died and so Cyclonus, being the loyal soldier that he is, took Galvatron's spirit into his body to try to revive his master.
As for Galvatron's death, that has me confused as well. In Japanese G1 lore, he did die in The Headmasters cartoon, but would be resurrected years later as Super Megatron in the Return of Convoy fiction. So unless this happens before that, it's a little confusing to me.
OR, it could be that this isn't strictly the JG1 cartoon continuity and is a different Japanese G1-based universe of some sort. One guess could be that it's one of the Henkei! Henkei! manga universes, in which Galvatron did both die and possess Cyclonus:
...BUT, then that runs into some problems with this toy being a willing possession of Cyclonus when that manga instead had Galvatron force his will into an unwilling Cyclonus. And there's all the cartoon references and such that weren't in the manga, so I guess that guess is out.
Maybe it is some version of the JG1 cartoon universe where Galvatron didn't get revived as Super Megatron, or maybe it could be the main JG1 cartoon universe at a time before Galvatron gets revived (with Cyclonus ultimately failing to revive his master).
