I'd not put it past them to do the same with Kup & Blurr too - I would guess Kup and Blurr, Arcee, & Springer would all be desirable for them to do as they don't have to pay license fees on them.
I think They want to have their cake and eat it though - but if the make the two version they will inevitably make different shades of red I'll at least then be a little more understanding... I'd quite like a magenta Targetmaster Hotrod toy and yet a crimson Red looks better in Animated Movie toy terms.
I do feel a little sorry for Takara as the Third party scene has shot their fox on the Dinobots and Headmasters... It's not at all likely that a Takara Headmaster can be anywhere near as good as the existing large Chromedome is.
Not that I'd mind a smaller one however.
So treading the path of the 1980 Animated Movie and Targetmasters from the headmasters Show is actually a good idea as no one else seems to bothered the only decent sized Blurr is an IDW derived design for example. If they want to make MP scale Decepticon Targetmasters I'd be up for that. but I can't see that happening to soon - even though it would complement Titan Wars rather nicely.
I do sort of Expect them to do Springer and Arcee reasonably quickly - also one of the larger item slots must be reserved for the likes of Super Ginrai and Victory Leo too.
P.S.
I expect the chest is actually going to be that plain with the chest flames and logo all done via a tampograph.
The vehicle mode front end is a little odd looking though around the front bumper
