If so, I bet you have it plugged into the port on the back of his right shoulder.
Instead, plug it into the port on his lower back, the little piece that kinds of swivels a bit around a larger piece and doesn't seem to serve any other purpose. With the hose connected there, Shockwave can extend his gun arm straight and the hose reaches without popping out!
