I just bought my first Titans Return figure, deluxe Hardhead, and while his head is a decent proportion to his body, I know that heads can be interchangeable between different size classes.
The Leader class toys seem to get around this by having an extra shell that goes around the Headmast- I mean "Titan Controller". Kind of like G1 Scorponok or Energon Optimus.
But what about the Voyagers? Do they have the shells too? Are their Titan Controllers slightly bigger? Do they just have proportionately smaller heads? Is there some other explanation?

All Titan Masters are compatible with every class in the line, that's the new beauty of this line. 
So:
- Titan Masters are also attachable to the mini-vehicles they come packed with in their 'single' packs. In the image, the tiny robot becomes the hands of the beast mode.
- They form the head/face for deluxe class figures.

- They form the head/face for Voyagers, some have the mask feature (e.g. Galvatron), some don't (e.g. Sentinel).
- They form the head/face for Leaders, which all seem to have the mask feature (Blaster, Powermaster Prime).

So:

All Titanmasters i.e heads are the same general size.
Only 2 Voyagers out currently. Sentinel Prime and Galvatron. Sentinel's Titan Master just plugs into the neck port like any deluxe. No mask and no helmet.
Galvatron has a spring loaded mask that comes out of his chest and sits in front of his Titan Master.
The announced Voyagers thus far, AstroTrain (repaint of Sentinel Prime) and Alpha Trion appear to be the same: no mask or helmet.
Currently the odd one out is Galvatron.

To put it short, the Deluxes and Voyagers don't really need the helmets for bulking out, Galvatron's seems to be more for style reasons (like how to sculpt a crown on a Titan Master? You don't have to now). Proportionally Deluxe and Voyager bodies edge either end of the spectrum of too big vs. too small for the standard-sized heads.

I'll wager a guess and say that if a store in your area has sold Titan Class figures before, it'll carry Fortress Maximus as well.

To answer the question, Voyagers have a gimmick too, it just changes from one toy to the next. Galvatron has a flip up crown, Sentinel Prime and Astortrain have a high collar that flips to the side and Alpha Trion has Horns that add to the head. All those are to make the head area more proportional looking.
