I have only ever seen that damned story arc once!
But, in the battle, I think Cap would take it...barely though

and since I'm posting a response I might as well say what I think:I think Toxie would win, those who've seen him in the movie know he's a killin machine and that capt's almost nothing without his powers.

Once Captain Planet donkey punched him it would be on though.
Toxie would use any means to win as Captain Planet is covered in toxic waste and impaled by one of the trees he protects, his powers would divide and be sucked back into the 5 rings.
Unless Gaia steps up, Toxie takes this.
