Transformers Encore Return Convoy

So who and what is this? The most popular opinion so far is that the "Return" refers to Takara's version of Beast Machines: Beast Wars Returns. And Convoy obviously be Primal. The high price also points to the exclusive RID "Air Attack" mold released at TRU.
I find this quite bewildering. I'm overjoyed to (seemingly) see Beast Machines get some love, but it's lack of popularity makes me question this. Anyone else have a better theory? Besides Star Convoy that is
