Joke or not; quick American government lesson. The Executive Branch of the United States actually isn't actually that influential to legislation. The Legislative branch of the United States government, the senate and house of represenatives; has the majority of influence over legislation and legislative practices. It's been this was since Hor-Hey Washington.

Really when it comes down to it, the president of the United States is essentially a moderator for the higher functions of the federal government. He has the power to executive federal law, meaning he approves or veto's it; even then a veto can be overturned by the Judicial branch, the Legislative branch, or both. The president also has the responsibility of appointing federal executive, diplomatic, regulatory, and judicial officers, and concluding treaties with foreign powers amongst other things. You can feel how you want about the president, but the point stands; with the way the United States federal government is designed the three branches aren't supposed to have more power than the other, however due to the influence of the legislative branch, it has the most power in the federal government unofficially. The responsibility falls on the president for good and ill, but if you want to blame any one, blame the legislative branch.
