Not a remold just shared design.
A shared design can most definitely be considered a retool, as is standard in the toy industry.
But everyone has their own definition of what it means for something to be a retool so no one is right or wrong here.

Its because Elita 1 does not have the gauntlets the same colour as the forearms, making the forearms look proportional instead of looking like popeye. Also, now that I have starscream, I realize that those forearms could have been much leaner without compromising the gimmick (basically, they would be as big as Silverbolt's).

The main difference between the two is that they share no parts, and the sharing itself is only truly evident in Torso Mode. Starscream has a similar transformation btw, he also makes a handstand.

Me too, and knowing Hasbro's penchant for repaints and retools, maybe they can make use of CW/UW Afterburner mold for an IDW version of Chromia and Flareup. Not G1 accurate but that would make the team, 2 cars and 2 cycles and a jet which I think would be an interesting mix. Sad we don't have a voyager car mold, but I suppose they needed a 2nd use for Starscream.

When I first saw PotP Starscream and still speculating if he was going to be a Combiner torso (this was before we knew for sure), my first guess was Skyquake. Heck I even expected the big head to look like Machine War Starscream as a 'pretool' to Skyquake.
....Kinda wish I had been right, really.
