Um, no, not if you have to use a screwdriver to partially disassemble the figure. That isn't a gimmick at all, just a coincidence.
Edit: it is also too small for a TM, so definitely not a gimmick.

...waitaminute. I might be missing information here, so please correct me if I'm wrong...the Rescue Force were redecoed and retooled from Liokaiser, but only four were released. Where did the other two in that picture come from?!

As far as I'm aware, the four Rescue Force figures that got released are all that were ever planned to be released.

Yes, thats right. as odd as it may sound, they were never meant to be their own combiner, just individual toys to be sold in stores.
