Shockwave. Smart enough to wait till Optimus and Megatron weaken each other, and has no other robots to fear.

If Bombshell get lucky, he might have a chance. But if that doesn't work, he's screwed.

It is a given fact that Bombshell's cerebro shells do not work against strong willed Transformers. Hence, I think all four would be out of question.
Now, in a situation like this we could assume that for once of his life Megatron could actually link to that blackhole and blow everyone but himself to smithereens.

One of the heavy hitters should win this. Megatron could use black hole power to blow all the others away. We also have Optimus, Shockwave, Omega, Snarl and Starscream. Bombshell could control some minds with cerebro shells but probably not all. Skywarp is the dark horse, so to speak. He can teleport. If he can get enough weapons, he can win. Bombs would be good enough to beat most in this contest. Skywarp could steal a big cannon to take down the powerful warriors. The problem is that he's not too skilful. I think that someone would shoot him before he could assassinate everyone else.
Anyone with a small alt mode could hide away and wait for the others to slaughter each other. That means Megatron and the Insecticons. In this scenario, Bombshell has a greater advantage. However, I'm not sure that his cerebro shells could penetrate some armoured skin. Megatron also has a much greater chance of success. I'm guessing that Megatron wins this, with guile and brute force in that order.
