Because this is Metroplex remolded, it was probably too costly to remold/remove this aspect of the figure, I don't think it has been stated whether or not Fort Max will be able to move the shoulder like Metroplex...

But with Galvatron it's the other way round. First he was a nearly total buy to me and now don't think I'll get him. His alt modes don't look really good and the robot mode is ok. The frosted plastic of his cannon is a real bummer for me. Why did they change that?

So they took that toy and turned him into Starscream and then they redeco'd that into more seekers:
And then they made 3 new seekers that had new molds for the wings, the coneheads. So the coneheads are 3 retools or redecos of an unoriginal toy. This is less original than anything that Hasbro ever did since then. If you have any evidence that would prove that any period in Transformers history is less original than this G1 example I just presented, then please present it.
The truth is that Hasbro has ALWAYS been about releasing the most toys possible for the least amount of cost. The initial G2 line is only redecos of G1 for crying out loud, why are we still having this discussion.

I know, but because both Cyclonus and Scourge have silver painted faces, I was hoping Galvatron would too.

It's possible that there are secret transformation steps left out of the official transformation. Maybe we can fan mode it. There's an odd hinge on his torso like some people pointed out. That might be some sort of transformation part that they abandoned.
