This new Optimus looks less like Laser OP than either previous option, so making a Scourge out of it wouldn't look as much like Scourge specifically as it would just a run-of-the-mill version of Nemesis Prime/Black Convoy.

It's fully possible, so that way we can turn into the truck and trailer and the third mode can be the plane mode, ala Octane. So that could be who this is intended to be

Hasbro's RiD Scourge is Takara's Black Convoy.
Takara's Super Link Grand Scourge has no Hasbro name but most likely would have just "Nemesis Prime" had Hasbro made their own for Energon at the time, given that Hasbro's Armada Nemesis Prime was Takara's Micron Densetsu Scourge.

It looks like the removable arm cannon is necessary though considering there are tank treads on the bottom of the arms. So more a case of weapons that need to move from one mode to the other?

I mean, for whatever reason it's a feature, the end result is still a much more accurate MTMTE Megatron.
And one that is far, far more in scale than the CW Megatron. Seriously I really don't get why people are saying they'd stick with CW Megatron when he's a leader and insanely out of scale???
