Correct me if I'm wrong, but I think this is the first time someone has even suggested, let alone confirmed, Highbrow was a retool

Pretty much. Again, it goes to show how amazing a retool is when you don't even realise it is one until it's pointed out to you.

I think calling it a retool is a stretch, it looks like the only parts shared are the hips, upper legs, and possibly the waist extender and inner shoulders. There's certainly engineering shared, but there's a big difference between sharing designs and measurements on a toy blueprint and sharing real life plastic parts.

Mmmhm! When you don't have the limitations of Combiners holding you back, it's pretty impressive what modern engineering can do - especially when one of these remolds in particular is extremely impressive and extensive.

Though we do have that rumour of Skullcruncher and Hardhead being redecoed with new heads into Krok and Quake... I guess it has to balance out somewhere.

Looks like a lot of the remolds are being focused on the smaller classes - which, at least in the case of the Cassettes, is understandable and acceptable.

Also gotta keep in mind the rumoured retool of Megatron into Blitzwing (almost inevitable), a redeco of Sixshot into Greatshot; as well as a few other rumours I'm likely forgetting.

These arent retools, if you read what was written, what is sais is that they were codesigned and share engineering. That is in no way a retool. A retool is only if you change the tooling of a pre-existing figure. This wasnt done here. TAV 30 Grimlock is a good example of a retool since they changed existing tooling:

Look at the hands, you will see that one is slightly different than the other, giving him a longer thumb, that is a perfect example to show that it was the actual existing mold that was changed.

People already suggested it from before (earler in this very thread), espeially showing the legs as an example. Of course, I didnt believe it. But now that I think about it, it doesnt really matter to me or lessen the toys in any way, since they are still unique. More unique than the more typical action figures out there who reuse bodies all the time.

That explains it Yeah, its pretty awesome. But you know, this seems like old school G1 with the likes of Jazz and the Prowl or a ton of scramble city toys. They were all unique looking yet all shared similar engineering.
