Honestly, that's a very nice option. It give versatility. However, the toy meant for a Targetmaster should have a proper 5mm peg hole where the TM should properly plug in.
I personally think the Legends Targetmasters are mixed bags. What I do for my customs is to add a peg hole by drilling a hole that is close enough in size. Imperial drill, of course. It's usually a nice tight fit.
So if you don't care about the collectability of the figure, you could always do that.

Actual partsformers are rather rare in the Transformers brand. Omega is rather exceptional because he did not originate as a HasTak toy.
