He´s definitely Japanese, I even spotted him at the end of a YouTube video called Animetal combo. But I couldn´t read his name unfortunately as he appeared at the tail end of the clip ...

It's not a cape per say, but it is a wing that comes out when he flies that looks like a cape.

The easiest way to tell the Getters apart? Shin Getter is the one with the ridiculously huge shoulders and the green goo showing. New Getter has some traits similar to Shin Getter, but looks more in proportion and closer to the original. Neo Getter has entirely different colors and heads, and G... well, Dragun has that covered with his sig.
