I think the reason is that they maybe scaling to (approximate) altmode scale. History is one of my weakest subjects but I believe that those Ironclad warships were much bigger than a locomotive. Sadly I don't think we've ever seen HoS Shockwave stand near Prime to compare robot modes.
If Cyclops's altmode (actually existing Civil War era ironclad warship) was actually to scale with Knight Morpher Commander's (fantasy / steampunk) locomotive altmode, then it would probably have to be a fair bit bigger still: ironclads measured anywhere from 100 ft to over 200 ft.
Personally, I'm loving the scale of this thing: it SHOULD be huge. I like the way the altmode looks, I love the way the 'bot-mode looks, and I've loved HoS since it appeared. I guess that does help the love for MMC's toys: I distinctly remember the months of longing for KMC-01 release after the pre-orders opened: not often was I that eager for a toy-release (and even the minor flaws on the first release KMC-01 didn't stifle my admiration for that product)..
The mini-me sub / Cyclops is just icing on that cake: unexpected, I wouln't have missed it if it wasn't included, but a supremely cool extra feature.
Cyclops was as good as sold to me when the first pictures appeared, and now it's almost here I can't wait to hold and admire it in person. I hope MMC keeps going from strength to strength!
