I think this is supposed to be the Transformers version of the warrior taking off his helmet and clearing out the sweat or whatever that you see in action or gladiator movies in a moment of relief after a victorious battle.

i maybe a young fan/minibot , but i was one of the few people to hold unto G1 when my friends loved the bay version. and i freaking love stan bush
