Well, you'll need an artist, an engineer, an idea, and a way to lease factory time somewhere. Also you'll need money because until your first product sells, you'll be working off your own savings and possibly loans.
Also I haven't seen any 3rd party company able to pump anything out every two months, that may be an unrealistic goal once you figure in design, prottyping, manufacturing, QA and shipping. Hasbro can do it only because they have billions of dollars in resources.
But good luck getting going.

If we knew how to do it, we'd all have one.
Seriously, design work, manufacturing, QC are all nightmares only suited for those who already have the funding and/or the means at their disposal.
You're also biting off a lot for a first offering. Even Fansproject, the current number one 3rd party company, started with a simple Cliffjumper head.
If you are going to try it, start small. But be warned Natobot (who was making the Roadbuster heads and cannons in his garage) was swamped for months.

You want to know to how 3Ps get started, just read this post currently in this forum:

Good luck. For a huge company with lots of cash, small projects are still a bitch. I can't even imagine what the little guys go through.
