Seen it mentioned in a few threads and I have to ask, what are Lucky Draw figures?

I think that its a Tf Figure that That is put out with a special paint job but released in regular packaging and only 1 is produced. So you have to be lucky toget it hence the name.

I think that is right but I may be wrong.
