Looks similar to me (Brave Gokin Gaigo):

Yeah, I can see the resemblance. What exactly is this from?

Brave GaoGaiGar, which is a Takara series. This figure is made by CMS.

Ok... I see a little similarity in the arms, but he doesn't have the talon-feet like the other two. That, and his legs are proportionally longer... at least, I think so.

They really do look alike, down to the "tailfins" by the shoulders and neck.
